The Governing Council is the highest collegiate governance body in the Universitat Oberta de Catalunya's internal organization:
- The Governing Council is made up of the rector, the vice rectors, the general manager and general secretary, and a representative of the teaching staff, a student representative and a representative of the administrative staff. Teaching and administrative staff representatives are elected from among themselves by the members elected to the University Council. Student representatives are appointed by the Student Council.
- The Executive Board is the UOC's permanent administration and management body, and its mission is to steer its general running. To this end, it takes on all the functions delegated to it by the Governing Council in accordance with the provisions of the UOC's Organizational and Operational Regulations. Among other matters, it specifically ensures that all UOC activities are carried out in accordance with the principles of optimization, budget balance and efficiency.
